what the heck is this

Got some of those aquarium plant bulbs from walmart and they just started growing, but they have this wierd spongy white stuff on them... dont know if its mildew or something?? is it ick??

Can't tell, but coming from walmart, nothing would surprise me. I know some people who have used grapevines in their aquariums dealt with the vines rotting and exuding a white slime mold-like substance. Its possible the "plant bulb" is rotting. Stick to buying live plants from a LFS or on the classifieds on this or other forums. Those are the best places to acquire plants. Also, what kind of lights are you using? It seems quite blue, actinic maybe, and if thats the case, you will have issues growing plants under them.
 
most likely the bulbs were not kept at stable temps during shipping and transport,i.e. very hot and dry one place then humid next then cold etc.by the time they get to the retailer they are in poor shape and even poorer by the time the consumer gets them.you get them home,throw them in full submersion,and a host of things happen.usually mold,fungus,and any other form of rot.visually inspect the bulbs before you put them in.no softness,discoloration,pests,etc.i have grown tons of beautiful aponogeton sp. from those walmart bulb kits.good luck.

sweet will do.

As for lights, what do you recommend for plants? They are kinda blue, they make my tank look real neat at night lol
 
Is the bulb squishy? If it feels like a soggy grape don't squeeze it cause your fingers will stink... and if it is squishy its dead.
 
Definitely fungus. For lights, I'd go with atleast 1 wpg depending on your tank size and the plants you wish to grow. The blue actinic light will not grow plants well. Not sure if the shrimp are really necessary (they may not work with the fish you have, too)... I'm not sure the bulbs will grow now either.
 
Looks like fungus if you try squeezing it and its soft its rotting inside but it looks like its starting to sprout looks like mine did before they started growing that lil spike is a leaf. Mine grew with a 15watt bulb over my 20H tank. I got 4 in my 55gal with a 40watt bulb and they are growing just not as much as they should since I dont add ferts or got CO2 or proper lighting. In the 20H they grew like weeds my substrate back then was flora base though.
