I believe they are kind of rare in the aquarium hobby. I looked into them a while back and the only place I have seen these being sold is www.seahorse.com as food for seahorses. You might be able to find some by looking up live foods for seahorses.
Also, if you happen to obtain some and start a volcano shrimp tank, please start a tank build thread and let me know. I'd like to eventually have one myself one day and it would be cool to see the progress.
