Dwarf Puffer with a bent tail?

I've only had him for about 3 weeks, and he look fine at the store, but since i've put him in my tank, he constantly bends his tail? Is this normal? He wasn't eating at first, but now eats very well, i feed him frozen brine shrimp and he loves frozen bloodworms. Water is 6.8 pH, 0 amonnia, 0 nitrite, and 10 nitrate. He is in a 29 gallon tank with 2 killies, and 3 ADFs and all seem to get along rather well.
 
I notice that my dwarf puffer does the same exact same thing. I observe that it is more or less like a rudder to control where he kind of goes....
 
same with mine, I've had two puffers and they both turned their caudal fins perpendicular to their bodies, more when in a holding pattern than when in hot pursuit of snails . . . so I wold think you've don't have anything to worry about.
 
Thats actually common in most puffers. You will notice the tail opening and closing like a chinese fan. These things are like body language. If you have other dwarf puffers or it could be the other fish in the tank, The puffers do that tail bending thing to make themselves seem smaller to show submission.
 
I was also recently told that i should be feeding him small snails, about the size of his eyes.

I constantly read how people have snail problems, but i have no snails in my tank at all? How do i go about growing some snails in my tank for him?
