Can I mix sand and river rocks for substrate?

I do have 2 more questions for you though! First one is should I go ahead and start the filter now? or should I wait until the sand settles in the tank? 2nd question is...I have a fluval 204 (which may not be enough for a 54 gallon?) and is it ok to put biomax prefilter on the bottom basket, carbon in the middle basket, and polywool on the top? Should I keep the old biomax tubes that the previous owner used or should I start fresh with new ones? I did rinse the sponge out w/ hot water...but now I read the chlorine may have killed the good stuff in there. Should I buy a new one of those too?

cant help you with the second question, but as for the first, wait until the sand settles completely so you don't suck it into your filter.
