Is there anyone you can contact to hold them accountable for letting him go intact? And is there any clause in a adopter's contract that they can't rehome the dog? (Or is that the SPCA?)
Animals that are impounded at the Bureau of Animal Control are held for a minimum of 5 days commencing on the first day after impoundment. Animals without a collar are held for 5 days, animals with a collar are held for 10 days. These animals are available for adoption if not first claimed by their rightful owner. Sterilization of a dog or cat adopted from the Virginia Beach Bureau of Animal Control is required under Virginia State Code 3.1-796.126:1

Hmm... any teachers that would help you out? I wouldn't suggest getting an 18 yo friend if they specifically asked you how old you were. Are there any dog rescues around? Someone that runs one may help you by calling in (and hopefully knowing their stuff)
And what a (censored). How much profit can you possibly make off of pits nowadays??? I have nothing against them and I would certainly get one from a (REPUTABLE) breeder... but are they marketable?? SERIOUSLY? from a backyard redneck breeder? who breeds puppies from puppies? BLEH!
