What is it possible to keep in a 2.5 gallon planted aquarium? Is there anything other than shrimp or a betta?

Endlers, Least killies, Gertrudes rainbow fish, Peacock gudgeon, Goo-obo gudgeon, Pigmy Dwarf Rasbora, cherry shrimp and if you want to go brackish Bumble bee gobies will all work in smaller tanks provided you keep up with the tank changes and maintain good water quality. I've had people advocate white clouds for this size tank, others say they get too big, it’s a personal judgment call. Some of these fish are harder to find than others, but you can always try on-line or at auqabid for purchases. I have even found some petstore can order a few of these if you ask.

the only thing would be a betta, shrimp or snails,no to cherry barbs i have owned them before and they love jetting around and they wouldnt like being in a 2.5 gallon.

If you can find them a pair of scarlet badis (dario dario) would be fine in a planted 2.5gal. They are under an inch long when full grow.
Here is a pic of one.

You could keep and breed a pair or trio of almost all killifish. I was looking at my AKA book, and every once in a while I see a fish they say requires an exceptionally large tank- a 5 gallon!

These are just a few of the aphyosemions, here's a fundulopanchax:

Those are the males, of course, the females look like stretched-out female guppies.

Check out the AKA for more info, and a lot more photos:
