How do I tell whether a cloud mountain minnow has Enteric Red Mouth or if it just has natural red pigmentation on it's mouth? I really can't remember if it's always had a red mouth or not.

The only addition to it's tank for a long while has been a salamander and black worms for the salamander.

And if I do treat it, are the drugs recommended (Sulfamerazine, Terramycin, Oxytetracycline) safe for the salamander to be exposed to?

Again, answers to med questions can be easily obtainable and/or already provided.

Scroll down to page 17 for list of med for reptiles but not limited to this list. If the listed meds are applied to reptiles, I guess it is OK for amphibibans to be exposed to BUT Be aware of types of application as well dosages.

One drawback: dont know what these amphibians will produce/release upon exposure to meds, if any, which may render uncontrollable results, if any:) Best if amphibians removed during treatments as mentioned.
Further info can be EASILY obtainable upon OP's willingness.
btw, OxyTC = Terramycin. Bit of efforts by individuals (best way to learn) wouldve yielded increase in one's knowledge as meant to be.:)
