Looks more like green fuzz algae to me but no matter what it is I'd say the 13 hr photoperiod is the issue, especially with these low light plants. I agree with 2 4hr periods too, it's is nice because they can be on in the morning and night when you're actually there to see the tank. Looks like dead moss to me too.

Thank you, everyone! I have switched to (2) 4 hour sessions vs. keeping it on all the time. It's on from 730-1130am and then again from 300-700pm. I bought a lunar light so I can still watch the guys at night.

I went to snip off some of the java fern leaves and many of them had little leaves growing from it.

Yup, that's how java fern reproduce. The older leaves sprout babies and those babies feed of the big old leaf. If you've already clipped them off you can leave the leaf floating till the babies are big enough to survive on their own.
