I have had some really good success finally getting my liv eplants to grow. I have low light plants as the WPG are only slightly above 1.

First, if/when I upgrade my lighting, will these plants be okay or is it going to kill them from to much light?

Second, I wanted to expand my plantings and couldn't find lighting requirements for Hemianthus callitrichoide (baby tear plants).

i highly doubt that your lighting is gonna kill your plants but having a list of what you have would help us answer your question. how big is your tank? how much light now? ferts? co2?
if you're using more light you should consider co2
HC requires a lot of light. 3wpg at least.

I have a 75 gal tank. I started planting with 2 40w light hoods. I want to eventually upgrade, but have a lot of other things that need money first.

What kind of groundcover plant can I get with low light needs?

PS> my tank is located near windows and has sunlight hitting parts of it for a large part of the day in addition to my artifical lighting

Sunlight may cause some algae issues but if you have it under control it shouldnt be a problem.

The only low light small ground cover is marsilea. It is a slow grower so it takes a while but its a nice plant. You could also try dwarf sags. They grow in pretty much any light.
