What is the fastest way to grow java moss?

No it is not too much but you need co2 with that much lighting ferts as well watch out for algae in intense lighting it can pop up and take over your tank overnight. literally.
 
yep i have some plant food that you pour into the tank every day, it has done wonders for my heavily planted 20 gal, which only has 2 watts per gallon of 20000k and no Co2 injection.
 
Lucas. You might try just washing it out a little. A lot of gunk gets caught in that plant. All else being equal, meaning you add a little fert and you provide what ever light you already use the fastest way to grow it is to spread the clump as thin as possible. That way the whole plant gets light.
