I have had very litle problems with buying fish from Petsmart. The others post pretty much spell it out. It all depends on the staff and management of that particular store. Truly that dictates the level of fish that is available.
In texas..when i used to live there..Dallas...we had a store called Planet Pet..it was a great store with a good selection..it was kinda like a petco..cept better.
