i really don't think that ghost shrimp need anything special to lay there eggs on. I have heard that ghost shrimp larvae need brackish water, but i am not sure. My ghost shrimp have had eggs loads of times but I have never seen any babies...

you won't be able to breed ghost shrimp past the egg stage without a proper brackish environment for the young.

I live in Florida and we have tons of these critters scavenging in our local freshwater lakes and canals. I catch them by the hundreds!

That actually isn't true.

I personally have bred ghost shrimp without the use of putting them in a brackish tank.

Some ghost shrimp require it, some others don't. There are different types of ghost shrimp.

When I saw tiny ghost shrimp in my tank I was pretty happy, and they had grown up into bigger shrimp without the use of a brackish environment.
