Here is image of her.
It's been 3 days since I found her like that.
I were busy for a month, and I didnt change water for about 2 month.
Then, I change water about 40% and fill up the rest.
I have 7 neon tetra total. I have no plats but spawing mobb.
I also keeping it dark as possible.

Can anyone tell if she is pregnant or not...or just sick??

I've never had a healthy tetra look that fat or lopsided. She may be egg bound. Does she eat? Poo? BTW, those 2 in your pics are cardinal tetras, similar to neons but prefer a bit warmer temp than neons.

What temp is your tank? Water parameters? (ammonia, nitrite, nitrate, pH, KH, GH)

You might try adding a bit of Epsom salt, maybe a teaspoon/10g to see if that helps.

I dont know about anything including ph ammonia nitrate. But I kept them in 70-80 F degrees and its 10 gallon tank.

Here is picture update.

A range of 70-80 F is quite large and can cause stress. I would suggest getting yourself a liquid test kit so that you can measure ammonia, nitrite and nitrate.

Since you don't have a way to test:
1) when was you last water change and how much water did you change?
2) How long has the tank been set up?
3) How often do you change the water?
4) How many and what species of fish do you have in this tank?
