If I alternate between brine shrimp, flake food, and veggies, will this diet be varied enough for honey gouromis, tetras, corey cats, clown loaches, and an angelfish?

Probably, since there are a lot of good prepared foods like flakes, pellets, wafers that cover all the nutritional needs of most fish, so if you get a good brand (Hikari, New Life Spectrum aka NLS, Ocean Nutrition), you can feed that mainly and then supplement with the other foods a couple times a week. I would definitely add veggies at least once a week, though.

There are exceptions to this, such as puffers that must have frozen or live foods (won't touch flake or pellet).

Sure, but the only fish you have there that would eat vegetable matter is the Honey Gourami, and they still mostly eat algae, so unless by veggies you mean some form of algae, that's unnecessary. I recommend Ocean Nutrition, Hikari and Omega One; other flake foods seem to be high in cheap carb fillers like grains.

I dunno, my angel and tetras love corn and peas. Cucumbers go over pretty well too. I've never had cory cats, but I think I've read about them enjoying veggies too.
