The heater is placed very near the spraybar from my canister filter, which should give good circulation. This heater actually has a sensor to indicate LOW FLOW and would flash a warning if it's in a stagnant area of the tank. This has never activated on mine.

How long has it been in the tank? Sometimes it takes a couple days to get to the right temp, especially if there was a large difference (say if filling an empty tank with cold water and using heater to bring to temp, no fish of course). If you were simply replacing a heater and the tank was already pretty much there and it's been a day or two, I'd think it was because the room temp is so much lower than the desired tank temp. I like to have 2 heaters on any tank over 40g (or long tanks) just because I don't want to risk one shutting down and letting the tank go cold, especially since hubby likes arctic conditions, ha!
