Sorry, in my opinion no fish should live in a bowl nor should any fish live without at least a biological filter of some sort. Fighting fish for example can do it, but it's mean. Although you still wouldn't be able to keep red-tails, it's much better to get a five-gallon tank with an AquaClear Mini and have a few small fish. That's not too expensive. No, they can't live in a bowl. Hopefully the fish you saw was only placed in the bowl for photographic purposes and not actually housed there.
Bettas should have filters and heaters just like any other fish. I wouldn't keep one in less than a 2 gallon tank or bowl (and bigger is better, they appreciate room). And if it must be unfiltered, there should be a minimum of 75% every other day water changes.
I can't think of any fish appropriate for a bowl. Some shrimp or snails would probably be the only thing I'd relegate to life in a bowl.
