Diffusion Methods - Will this Work?

Ok, so I'm planning on installing a DIY CO2 system in my tank and I'm looking into methods of diffusion. I want something that'll be efficient, but as cost effective as possible.

I came across a thread over at APC talking about using the Hagen Elite mini (http://www.petco.com/product/13796/Hagen-Elite-Mini-Underwater-Filter.aspx). Basically, the poster said he fed the CO2 tubing into the intake and voila, diffuser (little more complicated than that, but that's the general idea).

Reading through some of the posts, though, it seems like the flow generated by it is pretty substantial. Considering I've already had issues with my snail getting himself into trouble with the filter, this is a bit of a concern. Go father into the thread, though, someone suggested using one of these:

Would something like that work? Or is the first one a better idea?
 
The Hagen is interesting, but nothing beats an eheim or another canister filter as a reactor/diffuser. The hydor would be a waste, since you could replicate it with a cheap wooden airstone, or glass diffuser.

well the ideal situation is a canister filter, but I don't have the money for that right now. So if I can get something that'll work well enough (this is only a 15gallon tank) for $8, great.
 
That's how I used to diffuse my CO2, by taking it through my Penguin 550 intake. Now, I use a Hagen ladder, and any bubbles that don't get fully dissolved go through the Penguin so they get 2 chances at being diffused.
 
I'm trying to avoid anything expensive for now, which is why I like this idea. I don't know about putting it into the intake of the HOB....it seems like everyone says that that is a bad idea.
