Best heaters for small tanks? 25 watt

I'm currently using a 25 watt Top Fin in my betta's 5 gallon tank, and it is the worst. Have had it a month and the temperature fluctuates all over the place. I see Jaeger is recommended in the other thread, but I could not find one in 25 watts. Any other recommendations?
 
I like the Penn Plax Cascade ($8.75 from Kensfish.com). Bought a pair for my betta girls when I had them in separate 2g totes, now using just one in the girls' divided 6g tank, and it's working great. Calibrated and pre-set to 76 deg. Easy-to-read indicator. Stable temps. Excellent suction cups.

Pretty much everything you need in a small — if rather squat and fat — heater.

But they are glass, so don't drop. :)
 
I also have the Penn Plax Cascade in my 5g betta tank. Have this brand in various wattages in most of my tanks.
