angel fish fins not loking healthy... pictures included

not *looking* healthy. (typo in title)

I had 2 angels together in this tank, but one started bullying the other, so I moved the bully out to another tank for now. These fins were not torn though. He was clamping his fins tightly when the other angel was picking on him, I assume to protect them. His tail fin has been droopy since I got him.

The lighting and blurriness makes it look like he has fungus or something on his fins, but he doesn't at all. The light areas in his fins are where the stripes/color patterns are irregular. You'll see a dark area on the distal upper tail fin where the dark colors are irregular and there's alot of pigment consentrated in that spot.

Bully was moved out last week.
This was the bullies victim. Currently, his activity level is high, he's not skiddish anymore like when he was bullied, and he eats and swims around like he's happy.

Fin problems pointed out by the arrows:
His tail fin droops downward.
His stripes are irregular, mainly on the tail fin and the bottom fin. You can see a large stripe through his bottom fin where there are no black stripes at all.
He never fully spreads his fins out like the other angel does, which looks quite unhealthy.
I noticed just yesterday that there is now a split in the tip of the top fin, which you can see a tiny bit in one of these pictures. This was not split when I removed the bully angel.
The fins don't look torn or ratty (other than the one split), so I don't suspect fin rot. I do suspect bad genetics caused the irregular stripes, but that can't account for the other problems.
The irregular colors and drooping tail have been there since I bought him 3 weeks ago.

What do you think could be going on with this fish?

I can easily recognize "clamped fins" on my other fish, but how clamped would an angel's fins be to consider them "clamped fins?" He never spreads them out like the other angel does. The other angel's fins are spread out all the time.
