Write now in my 70 gallon tank I have:
2 Pictus
2 Bala Shark
2 Rainbow Shark
2 Eclipse Catfish
2 Clown Loaches
2 Three Spot Gourami
2 Iridescent Shark
4 Sunburnt Platty
1 Betta
1 Blue Botia
1 Columbian Shark
1 Pleco
1 Dinosaur Fish

I stock my aquarium with the inch a gallon and write now i'm at approximately 60 inches of fish. I do know that my fish are not done growing and the eclipse and iridescent will get very large. The owner at the fish store is selling me his 750 gallon tank which i plan to use as an extremely large tropical fish (same species i have now just more though), but it won't be at my house or set up for about another 2 months. Until then, do you think it would be alright if i added 2 Kuhli loaches to my tank, or is my tank filled enough?

This is a myth, and a NO-NO. Read thew sticky on it. By dinosaur fish, i suppose you mean dinosaur eel, the senegal bichir, which will eat all your smaller fiah when it grows (same w/ the pictus). i think your tank is overstocked

I do have a 40 gallon tank but it's not set up right now, should i put the smaller fish in it?

get a filter for the 40g, and run it on your bigger tank for a couple of weeks, then transfer it over to the 40 when you put the fish in it. monitor your water for ammonia and nitrite, but your cycle shouldn't be too bad since the filter will have the bacteria on it. when you get the bigger tank, put both filters on it, as well as the one you'll need to get for the huge tank. this way your tank will cycle faster or not show any cycle. alsao, when you get new fish you can put them in the 40 or 70 for quarantine and take off the right filter from the main tank to keep it clean.
until you can separate or move the fish, you should do more water changes, like 20% a day or 50% twice a week. that will reduce the chances of your fish getting stunted before you can move them.

Think of it more as the one neon tetra per gallon rule. When somethings size doubles 1in to 2in, then its' volume quadrouples. Estimate how many neon tetra carcases you could fit in the volume of each fish and you'll get a better idea of good stocking densities.

To answer your question though, 2 kuhli loaches are not going to make a huge difference in your bioload, but do you really need more bottom dwellers in that tank? Keep in mind that once they're in, you will NEVER see them.
