Oh, and I got Jungle labs quick dip test strips which say my ammonia is at 0ppm. I use Seachem Neutral regulator pH Conditioner (also says it neutralizes ammonia) when I do water changes.
Stop using the ph conditioner. Fish are more than able to adjust to a variety of ph levels. Those conditioners often do more harm than good. Also look into getting a quality liquid test kit, like the API master test kit. The strips are more than often incorrect in the results they produce.
Did you cycle the tank properly? What is your water change schedule like? If you could test all the parameters in your tank that would be good, at the very least ammonia, nitrate and nitrite. An ammonia reading of "pretty good" is often more than enough to kill fish.
Neons are very sensitive to bad water conditions.
