I'm no expert on angel fish but I'm pretty sure you can only sex angels correctly when they are in breeding mode and their tubes are showing.

I agree no real way to tell especially as those look rather young.

Just because they look like they are mating doesn't mean they are, too. Sometimes, 2 females will pair up. Like pappy said, look for the tubes.
