If you can find 13-15watt 6700K CFL bulbs, definately go with those if you want a cheap solution to your lighting. You could always go with other more expensive lighting options, but your stock hood(if its like mine) can accomodate 2x 15watt bulbs. Do not go over this limit.
If you did two 15 watt CFL's, you wouldn't have to modify your hood and you would be pushing 3 watts per gallon. If you go with two 13watt CFL's, your watt's per gallon would be sitting at 2.6w/g. Like I said before, I am running two 10watt CFL's in my 10 gallon and have 2.0watts/gallon. My plants are growing great especially with the addition of co2.
