Thanks everyone He keeps going on his side. I am assuming that this is because he has no fins left but would just like to make sure that something else isn't wrong as well. Any ideas?
If he has trouble coming to the surface for a gulp of air, you might lower the water level to make it easier. Also, have some kind of silk or real plant for him to rest on near the surface if possible.
I assume his tank has a filter and heater? An airstone is a good thing to oxygenate the water. A good conditioner to remove chlorine and chloramines is Prime, and it helps to detoxify ammonia and nitrites in his water. Water changes are very important, with treated, temperature matched water.
As Kyryah and others have stated, pristine water is of utmost importance for him to heal. These little guys have remarkable recuperative powers if given clean, pure water. Keep up the good work.

With fin damage I have used Melafix with good results. It is all natural from plant extracts. For more severe damage I have used a melafix/pimafix combo also with good results.
The best thing you can do for him is to keep the water perfect and wait. I wouldn't advise using any chemicals for him.. sometimes less is more. Good luck with him, keep us posted!
On the issue of euthanasia. Here is a very helpful link that details a very humane method of euthanasia. It is a sad and unfortunate task, but sometimes it is the kindest act you can perform for one of your fish that is beyond hope and suffering.
I hope you don't have to use the information in this case, but if it comes to that, the clove oil method can be carried out in a gentle, stress free manner. (for the fish, that is)
I'm very sorry to hear about what happened to your poor fish. I really hope he gets better. Whenever I have to euthanize a fish (which if you own fish is inevitable unfortunately), I scoop it out and put it into a big plastic cup of water and put that into either the freezer, or the frig. Since fish are not warm blooded like us they don't get 'cold', they just get lethargic and slowly go to sleep.
Theres a rumor going around that Melafix and bettafix (Melafix in small quantities) are detramental to betta health. I stopped using it, but I LOVE the product Stress Coat by API. My betta tends to rip his fins on different plants I try and this product gets them growing back beautifully every time.
