We currently have two tanks, one 75g tank which we are planning to add discus, and one 30g tank. Current stock in 75 is 1 discus and 2 rams.

We recently bought three german rams and all looked very healthy. We moved one over to the 75 g tank and kept two in our 30g QT tank. In less than a week, all developed mouth fungus. The one in the 75g died and the remaining two were returned to the lfs. Now, our questions are 1. Is our quarantine tank contaminated, and if so, should it be restarted and/or disinfected, and 2. though all the fish in our main tank are healthy, will we risk the health of our future discus?

I would clean the QT tank and start it fresh every time there was a sick or potentially sick fish in it. Part of the QT process should be to introduce water from the DT into the QT tank after the fish been healthy in QT tank for a while. You want both from the QT process: make sure the new addition does not drag any sickness into the DT tank and that it doesn't get sick from the DT tank.
